URGENT: Major Densification Plan for Pemberton Heights – Please Attend or Send Feedback

Dear Pemberton Heights Residents,

We apologize for the short notice, but we’ve just become aware of a major public consultation regarding the District of North Vancouver’s Official Community Plan (OCP) Update and Zoning Bylaw Rewrite. These updates could bring significant changes to our neighborhood, and the Pemberton Heights Community Association was not notified. This information was shared via community Facebook on September 22, 2025 (https://www.facebook.com/share/p/17KmDocRV9/?mibextid=wwXIfr).

There are DNV community open house information sessions planned and in progress (see below for links and additional live forums coming up).

Why This Matters

The DNV is proposing a major shift in land use policies, and many residential lots are proposed to be rezoned to allow up to 4 or even 6 units. This would potentially bring substantial increases in density to certain areas, including Pemberton Heights.

The DNV has identified four key neighbourhoods as top priorities for densification:

  • Lions Gate / Lower Capilano – including Pemberton, Norgate, and Pemberton Heights
  • Lynn Valley – particularly around Karen Magnussen Rec Centre and the Shopping Plaza
  • Lynn Creek (Lynnmour South) – near Main Street, from Mountain Highway to Keith Road
  • Maplewood – between Dollarton Highway and Mt. Seymour Parkway at Riverside Drive

If these plans move forward, changes to zoning and density will impact housing forms, building heights, traffic, infrastructure, and the overall character of our neighborhood.

The application as submitted proposes:

  • one 12-storey hotel building with 140 hotel rooms, five rental townhomes, approximately 325 sq m (3,500 sq. ft.) of commercial space, and 139 parking spaces in two levels of underground parking
  • one 24-storey mixed use building with a nine-storey podium, containing 177 owned apartments, 72 market rental apartments, 20 rent-to-own apartments, six non-market rental apartments, approximately 904 sq m (9,735 sq. ft.) of commercial space, and 240 parking spaces in three levels of underground parking

Ashdown Park Zig Zag Staircase Reconstruction (West Keith Road access to Marine Drive)

The District of North Vancouver is currently replacing the stairs from Ashdown Park to Pemberton Avenue (Zig Zag stairs).

The District of North Vancouver is currently replacing the stairs from Ashdown Park to Pemberton Avenue (Zig Zag stairs). The original staircase was built in 1996, so this is a welcome project!

Work will take approximately 5 months to complete, and the stairs will be closed until it’s done.

For everyone’s safety, please DO NOT attempt to use the Zig Zag staircase until it is reopened.

Alternative foot access to Marine Drive is available at West Keith Road via the stairs to 17th Street or from Bridgman Avenue via the concrete stairs to the Bowser Trail.
